Introduction
Kingston University is a leading London University with circa 20,000 students and 2,000 staff based across 4 teaching campuses in and around Kingston upon Thames. With 4 successful faculties across a broad range of subjects and annual income of circa £220m the University is continually developing and improving its estates and facilities provision to support high-quality teaching, research and student experience. The Estates and Sustainability directorate exists to support Kingston University’s academic mission and the goals set out in its strategic plan. It leads on strategic planning, capital development, space management, operational sustainability, energy management and biodiversity management as well as statutory compliance and operation of the campuses and premises used by the university. As a senior member of the Estates and Sustainability team, this role plays a crucial part in contributing towards the delivery of strategies, policies, and decision-making. The role will lead the project management team in delivery, ensuring that this agenda is fully integrated into the management of the university’s property and estates operations.
The role holder is expected to work collectively with all Estates and Sustainability colleagues on matters of common interest concerning the estate and operational operations and the delivery of improvements to the physical University environment and infrastructure. The successful candidate will have strong project management, design and financial management capabilities and will use these to lead the team to ensure effective delivery of projects in line with agreed budgets, timescales and design quality.

Other UK universities are investing in their campuses which means we also need to invest to maintain our success in a competitive market. These new buildings will be environmentally sustainable and will be flexible so they can adapt to future teaching needs. In the longer term this will enable us to produce a more sustainable community. We also aim to relocate our teaching facility at Roehampton Vale from Wandsworth into the borough of Kingston.

The Role

This role leads critical work to ensure capital construction improvements are effectively managed, driving delivery of identified improvements to the physical infrastructure and directing high quality support to strive for full compliance with required legal, regulatory, and best practice standards across the university environment. Working closely with the Strategic Operational Lead for Sustainability, the role also keeps informed of environmental compliance in construction delivery and relevant policy and regulations in these areas. The success of this role will be evidenced by delivery against agreed Estate Capital Programme in line with objectives set by the Associate Director of Capital Projects. Accountabilities Financial and Commercial Management 1. Demonstrate skill and expertise delivering multiple construction projects in ‘live’ operational campus environments with high footfall and within occupied buildings. 2. Manage and co-ordinate capital projects, to ensure joined-up thinking across projects. Consider the project implications of changing future scenarios. 3. Have sound financial skills and commercial ability, and have demonstrable knowledge of cost management and project management for the scale of projects anticipated to form the Estates Capital Programme. 4. Provide regular reports to the University’s senior management team in respect of time, cost, and quality parameters for all capital projects. Lead project reporting to the University’s Estate Committee and other relevant committees, including the preparation of reports and presentations. 5. Role Profile: Capital Projects Manager Reports to: Associate Director of Capital Projects Purpose of the Role The Estates and Sustainability directorate exists to support Kingston University’s academic mission and the goals set out in its strategic plan. It leads on strategic planning, capital development, space management, operational sustainability, energy management and biodiversity management as well as statutory compliance and operation of the campuses and premises used by the university. It provides direction for the operation, facilities maintenance, and management of the estate by KUSCO (Kingston University Service Company) - a wholly owned subsidiary of the University. The Capital Projects Manager provides leadership in the following key areas. This role will: • Lead and line manage the construction project management team within Estates and Sustainability. • Have strong project management, design and financial management capability and use this to lead the team to ensure effective delivery of projects in line with agreed budgets, timescales and design quality. • Direct the KU Finance Business Partner and the consultant Programme Cost Manager (currently RLB), this role will analyse and report on the financial performance of programmes and projects. It will provide expert input into the processes of project initiation and project business planning and of selecting appropriate forms of contract for consultant and contractor appointment. • Provide individual Estates Client Representatives or project managers with a programme perspective and lead a proactive approach to (1) solving project issues and (2) seamlessly integrating the projects that form the Estates programme and (3) avoid
ensure projects are working within approved budgets, and that the projected cash flow is accurately updated each month for Finance. 6. Lead on the development of business cases for estates investment and provide support and direction for others when they are tasked with development of such business cases. 7. Lead capital project communications including meeting senior stakeholders in Faculties, KUSCO, and Information & Technology Services (I&TS 8. Measure project performance using appropriate tools and techniques. Carry out benchmarking and assessment against agreed KPIs ensuring appropriate risk management is undertaken. Report and escalate issues to the Associate Director of Capital Projects as needed. 9. Advise Estates on appropriate forms of contract for construction projects, liaising with the university’s legal advisors as necessary and keeping the department abreast of developments in the construction industry. 10.Advise Estates on commercial /contractual matters including, but not limited to such things as payment certification, project completion, LADs etc. Leading the Capital Project Work of the Estates Team 1. Provide expert project management advice within Estates & Sustainability for the programme of construction related projects. Work in accordance with Estates’ Project Management procedures and processes,
ensure that project managers devise project plans and resourcing schedules for the execution of all projects forming the Estate Capital Programme. Input into the development and improvement of these processes. 2. Provide expert advice and professional opinion on the full range of construction project management matters. Procure expert consultant advice where necessary. 3. Ensure Estates Client Representatives engage actively with consultants and contractors to determine that projects are delivered to time, budget, quality and agreed performance levels and that the day-to- day needs of the University are maintained in respect to health & safety, security, car parking, access control etc. Liaise closely with KUSCO, I&TS etc. to ensure programmes of work are coordinated. Ensure minimal disruption to the ongoing operation of the University. 4. Lead by example by taking on the Estates Client Representative role for key projects, demonstrating to others how this role should be collaboratively discharged. 5. Set the Estates standards for project and programme management. The post holder will monitor the management of all Estate Capital Programme projects, pre-empt changes in project management approaches in the sector and anticipate future direction. The post holder will demonstrate continuous professional development (CPD) in project management, acquiring and refining personal skills on an ongoing basis.
6. Manage external programme managers and programme cost managers directly reporting to you, and co-ordinate the work of all the Estates Client Representatives relating to the Estate Capital Programme. 7. Have a good working knowledge of health and safety rules, regulations and legislation. Work closely with the University’s Health, Safety & Security Office, KUSCO staff, and others as necessary, to create safe working systems and environments for contractors, university staff, students, and visitors to the University. Closely manage contractors to confirm their systems are fully applied. 8. Maintain all relevant records using and enhancing Estates records and processes, Provide timely and accurate and management reporting (including cost reporting) for internal and external purposes. 9. Carry out post project implementation evaluations as a matter of course, ensuring that design quality is addressed. 10.Work with the University to devise ways in which Estates can contribute to the education of built environment students. 11. Deputise occasionally for senior colleagues, including attending public meetings and events to represent Estates & Sustainability. These events are sometimes in the evenings. Assist the Associate Director of Capital Projects as and when required, and act on their behalf during periods of absence. General To All Estates Programme Manager and Project Manager Roles 1. Manage own workload and priorities and those of the project team/s to ensure realistic delivery expectations are effectively met.
2. Work pro-actively to mitigate potential risks to both individual project and overarching programme success and ensure any such risks are flagged appropriately. 3. Network with staff and students across the University and always acting as a champion for Estates & Sustainability. 4. Participate in or lead on such other events or ad hoc projects as may be required by the Associate Director of Capital Projects. 5. Contribute to and actively encourage knowledge sharing and up-skilling opportunities across all teams. 6. Ensure that all project documents are managed in accordance with estates document management processes. All documents must always be filed centrally. Estates is a collaborative department so electronic filing must be done regularly rather than allowed to accumulate. 7. Take reasonable care of your own health and safety, and that of other persons that may be affected within the relevant working environment, in accordance with the University Health and Safety procedures and ensure that contractors meet and comply with current Health and Safety regulations. 8. Occasionally work outside of normal office hours where projects require that. regarding all construction project matters with particular emphasis on Accessibility, Operational Sustainability, Biodiversity, Asbestos, and Fire. • Work closely with the University’s Head of Health, Safety and Security Strategy, KUSCO staff, and others as necessary to ensure safe management and working systems are in place for contractors. • Work closely with other Estates and Sustainability and KUSCO Managers to ensure that Estates and KUSCO operations and projects are co-ordinated. Candidates should have compelling credentials in the design and management of construction projects. You will have professional membership of a relevant professional institution, related to the design and construction of buildings in a context relevant to Kingston University (eg RICS or RIBA). 2. A post-graduate qualification in design or project management. 3. A graduate level cost management qualification. Demonstrable Experience 1. Project managing capital schemes, building, engineering, and refurbishment projects from inception to completion.
2. Reporting on project progress, interrogating design, programme, and cost and highlighting and managing change and risk. 3. Establishing and implementing programme and portfolio management across a series of linked projects including appropriate financial, quality assurance and performance monitoring systems. 4. Management of project and programme budgets. 5. Responsiveness to the needs of building users. Ability to manage approaches which differentiate ‘need’ from ‘want’. Technical Skills & Competencies 1. Excellent skill how to apply the body of knowledge of design and project management in line with current best practice. 2. Confidence in the use of numerical and technical data with an emphasis on financial reporting and project progress reporting. 3. Sound working knowledge of health and safety regulations relating to construction, building and engineering regulations and construction law. 4. Computer literacy and knowledge of design and project management tools including Word, Excel, MS Project, AutoCAD. (Familiarity with BIM would be an advantage). 5. Ability to produce business cases for capital schemes and scheme evaluation reports for senior committees. 6. Excellent numerical, written and verbal communication skills. 7.
